ANALYSIS OF THE RELATIONSHIP BETWEEN LAND USE AND SOCIO-ECONOMIC DEVELOPMENT IN THOAI SON DISTRICT, AN GIANG PROVINCE

Abtract:
Thoai Son district is well-known for its historical and cultural values as well as argricultural economic advantage. Thoai Son district has natural components which are relatively homogeneous, incurring difficulty in zoning and categorizing territorial types. Therefore, the authors have employed interdisciplinary approaches to analyze the relationship between land use and socio-economic development. With the use of cluster analytic technique, the paper identifies three groups of land use types, which capture distinguishing characteristics, to form a basis for the analysis of territorial differentiation by socio-economic features.


SCIENTIFIC BASIS FOR ORIENTATION OF RATIONAL USE AND ENVIRONMENTAL PROTECTION OF RIVER SYSTEMS AND LAKES IN HANOI

Abtract:
System of lakes and rivers plays an important role in socio-economic development and environmental protection of Hanoi. The result of statistic show that Hanoi has about 111 lakes, including lakes in the city and metropolitan, with a total water surface area of about 2180 hectares classified into groups of natural lakes and natural lakes - human. Based on the analysis of functional classification of the lakes and rivers, 12 spaces containing lakes and rivers of Hanoi with the orientation of different sustainable use were established, including spaces of: strict protection of ecosystems, active management of environment, protection of landscapes and ecosystems, development of green corridors, and eco-friendly development.

SUSTAINABILITY IN THE DEVELOPMENT OF HIGHLANDS AREA

Abtract:
This paper is a part of Research Project Number TN3/X10 on the warning of unsustainable development in the Highlands during the last period. Based on analysis of unsustainable exploitation of natural resources in the Highlands, the paper highlights the necessity for the rethinking and recognition of the true values of the Highlands: ecology resources. Accordingly, it is essential for a policy to maintain, develop and protect for the purpose of sustainable development in the Highlands area in the time coming.

RESETTLEMENT AND IMPLEMENTATION ISSUES IN HYDROELECTRIC DEVELOPMENT PROJECT

Abtract:
During recent years, in Vietnam, there has been an increasing concern for the issue of resettlement in development project, which gains attentions of international organizations as well as central and local governments to ensure the harmonization of the benefits of the country, investors and those who are affected by the project. A number of studies have been carried out with regards to the improvement of resettlement affairs and building better resettlement policies. This paper is provided in order to contribute to the building of methodology in researching on resettlement in investment and development project in Vietnam and hydro electronic projects particularly.

RESETTLEMENT ISSUES IN MEDIUM AND SMALL HYDROPOWER PROJECT IN CENTRAL AND HIGHLANDS AREA OF VIETNAM

Abtract:
Resettlement of the hydropower project is a concerning issue of the people in the project area. To minimize adverse effects and stabilize the life for the people whose land is recovered, the policy of the Party and the State determines the relocation and resettlement is an important component of the hydropower construction project and emphasizes that the resident life better in new area must be better or at least equal the old place. However, after several years, the migration and resettlement of hydropower projects still exist gaps and serious consequences for the social and economic life. This paper presents a negative impact of resettlement in small and medium hydropower projects in Central and Highlands regions, and also propose some solutions to these problems.
 
REGIONAL INTEGRATION IN FOREST AND BIODIVERSITY PROTECTION IN VIET NAM: CURRENT SITUATIONS AND RECOMMENDATIONS

Abtract:
Regional integration in forest and biodiversity protection can be understood as an establishment of collaboration between local authorities within a regional territory with a given horizontal space and time to reduce the costs, and appropriate utilization of resources in the forest and biodiversity protection, to improve the efficiency of forest management and rare genetic resource protection. Regional integration can be seen at different levels (1) at the macro level: regional and global intergration; intergration between central and regional zones; links between provincial and district local authorities; between provincial departments; (2) at the micro level: links between economic actors (firms, producers, business ..); between community groups.
 
CURRENT SITUATIONS OF AND SOLUTIONS TO IMPROVE THE DECENTRALIZATION OF STATE MANAGEMENT IN ENVIRONMENTAL PROTECTION IN VIETNAM

Currently, environmental protection is facing up with considerable challenges such as, challenges between environmental protection requirements with immediate economic benefits of development investment; between the organizations and the challenges of environmental management capacity being inadequate to the demands of quickly bringing environmental management into order … This article presents a focused overview of the status of hierarchical state management of environmental protection in Vietnam. On this basis, the author proposed some solutions to improve the efficiency of the decentralized management of the State in general and in the field of environmental protection in particular.
